This review follows from 2023 reforms and ensures the scheme settings continue to deliver emissions reductions in line with Australia’s targets.
In this response, SmartCrete CRC supports continuation of the Safeguard Mechanism and puts forth an opportunity for further emissions reductions in the cement and concrete sector.
Some of the largest and most readily deployable emission reductions opportunities depend on decisions made by those in the wider supply chain such as governments, designers, engineers, specifiers, contractors, concrete suppliers, asset managers and recyclers.
The present framework must go beyond Safeguard facilities to deliver whole of supply chain abatement through material substitution, leaner structural design, longer asset life, adaptive reuse and end-of-life recovery.
To address this, SmartCrete CRC proposes the Concrete Sustainability Alliance (CSA), a program framework developed through extensive industry consultation and capable of delivering the emissions reductions needed to reach net zero.
